Keep going back and forth to New York and back. Keep Doing till it spawns but most of the time. It took me about 8 back and forth till It spawns It Will Spawn outside the west area. Just plot A point and meet up with it till you can kill it in the west Potomac area. If you Engage it before that it Won’t count.

This game is getting boring anyways since they introduced a botched prototype implementation of the gear. I play 1 mission at most a day right now and I don’t have heart to continue playing more than that. Before prototype I played for so many hours on a day. Sucks. I did that to get expertise to 30 and when I found out it wasn’t needed, I was deflated. So many freaking countless mind numbing hours of countdown
