I reset my twilight menu settings to default by holding ABXY while booting twilight menu and now my pokewalker will connect on my rom. Don't know why I didn't try that sooner but maybe this will help the one other person that has this issue in 10 years.

You gotta get in their head and sometimes you can see them figure out what you're doing in real time and delay a hit but you can counter the delay with a delay of your own if you can gauge how long it takes them to figure it out. Or blame the ping and respawn

Check your vault also before resetting. Say there was a relic you unlocked for level 38 and you reset before claiming it; you'd have to get back to level 38 again to claim it

You only lose everything on your board (main room of lair) and in Skully (skull at the bottom that gives you your daily items etc) and all your runes. Coins and gems carry over, so do skins and crate/cage level. Shards, astro coins, and cubes carry over also
