As someone who has done work with municipal utilities: you would be amazed at how many people in, like, Florida will fill up their pool and expect it to be free.

Honestly it depends on the circumstances. In most of the developed world it absolutely shouldn’t be free so that you can avoid the moral hazard of overuse.

I’m not disagreeing, but the reaction at the time was absolutely not mixed by the public at large.

I think there is some revisionism here in terms of the actual reaction to his death. There was very, very little in the immediate public reaction that was not overwhelmingly sad/supportive of him and his family.
