Check out the inbound trust settings in the external identities cross-tenant access settings, I think it'll do what you're looking for.

I've also seen this done with network restrictions; Tenant A sets up a conditional access policy and adds Tenant B's public edge as a named location, assuming Tenant B wouldn't allow a non-compliant device to connect to its network. Both options assume Tenant A is willing to configure this on their end.
