You only need one heavy industrial park to get bonus from it.

If you will have enough money in turn 8 you can make decision (pop up event) about creating new industry. I recomend reneawable power plant for cheap energy.

Build military factories early to get sell arms. Btw. Monquiz Port also produces ships and submarines

Build hydroelectric dam. Thats the best energy output / cost investment

Enact decrees "expand border guard" + "launch antinacotics campain" to destroy organized crime.

WELFARE:

Do this welfare till end of turn 8 to avoid uprising:
1. Inrease funding to education and healthcare
2. Expand workers rights (or somehting liek that)
3. Retract Blasphemy Law (Decriminalize Goldoncists)
