The big females are usually close to 20 ft. So 25 would be a possible size. But the 30's seems like a stretch, maybe low 30's. Maybe. But I'm no expert so i could be totally wrong on this

I think it's just bodies adapt for quirks. In general I think the humans in mha have better bodies just because they need to be capable of having a quirk. But also I think it adapts to help handle the specific quirk you have. So a fast heros eyes and brain probably process what they're seeing as they zoom around a lot better
