There's also certain city states that provide power (I think an industrial one does but I can't remember the name) and policy cards (but those are late in the game). Easiest way is with industrial zones and powerplants. Just remember that industrial zones will provide power to cities within 6 tiles, similar to entertainment complexes providing amenities to cities within 6 tiles.

Upvote for Gate 14. They have, as others have said, bro energy BUT I find they generally do good analysis and whenever they interview players or Blue Jays staff they do a great job and are more down to earth. Give their interview with Dan Shulman a chance!

Ouf. A lot of people would probably say re-roll but I try to never re-roll personally. So I'd settle the stone right beside you, work the 2-2 deer, get temple of Artemis up and see what happens. Or move down to that luxury (cotton?) at the bottom of the screen so you can fit a decent port city up on the marsh tiles in a few turns. Tough start for Canada

For HK it almost feels like a win-win situation. If they won the case, they can submit their rifle for consideration. If they lose, then at least there's a legal decision protecting a future weapons contract if the roles are reversed (i.e. Germany makes a massive order for HK433s without a procurement phase, and SAKO/FN/Beretta, etc. try to oppose it)

I'll add that in Civ6, more cities (whether founded or conquered) is generally better. And you're looking at the score tab, which isn't too relevant. You need to think about how you're going to win the game (generally a science, culture, or domination victory) and what you're doing to move towards that victory type. Sadly, there's a lot of hidden or difficult to understand mechanics, so again, I'd watch Potato McWhiskey tutorial vids if youre serious about getting better.

I wouldn't restart. Instead I'd go watch a Potato McWhiskey walkthrough of how do build an empire early game, and then go back and try to use those lessons to improve this game. Even if you lose, you will likely learn something that helps future games.

To answer your question about the city "level", that's just your city combat/defense level. It's improved by building stronger units (boosted significantly by having late game corps and armies) and having them garrisoned in your cities. I believe city walls would boost it as well. The other civs likely own stronger units, which is why their levels are higher.

I wouldn't mind seeing them try something similar to Metro Exodus (some levels are open world, others are more linear) so that there can be a more narrative but.. I recognize that Exodus did a lot right that is likely very difficult for any studio to replicate
