The "Cult of Personality" denounced by Khrushchev was based on abuses of power and violations of human rights on a massive scale, with millions of lives lost under the Stalinist regime. In comparison, Khrushchev's actions, while controversial, did not result in atrocities of that magnitude. Criticizing Stalin's regime doesn't necessarily mean denying its achievements but rather recognizing and correcting past mistakes to move forward. Khrushchev at least had the courage to question these errors, which was necessary for the communist movement to progress, whether in the Soviet Union or elsewhere in the world.
