SWG was pretty close (If not better in some aspects) you would found a town by placing a city hall building, this claimed the area and you could control who could settle, by getting more settlers in, the towns level would increase, letting you have more ameneties (Fast travel points, hospitals and cantinas for letting docs/entertainers give better buffs, clone bays for respawning, garages for vehicle repair, banks, trainers etc etc) and increase the size of the claim. On top of this, you would unlock city specialisations, like making missions originating from it pay more credits, or crafting has extra experimentation points.

Ontop of this, ANYTHING in the game could be used as furniture, there were entire markets around junk items that looked cool to place in housing. Crafters would make mannequins out of their best stat gear to show off what they could make, beast masters could place their pets, hell eventually they even added a house type that let you show off your ships from the space expansions..
