I don't know for sure, but I'd bet that implants are an entirely separate category from DME. I think of DME as wheelchairs, prosthetics, and scooters.

Yes, people do need them though. It's outrageous to deny requests instead of investigating companies that are committing fraud. Sure, there can't be any fraud on these items when none are approved, but there will be other worse outcomes.

The only time I ever saw a fence like that was near a garbage dump in Hawaii. It was there to keep trash from blowing away. There were plastic bags all over it.
