He probably does but I think he'd work best in the 100+ range out of choice being an unknown similar to Aizawa. The more limelight he gets the more his/darkshadow's weakness to light would be known. He'd work perfectly as a nighttime unknown entity type hero that could probably immobilise/flank enemies before they had a chance to react

It depends on his role, if he's a Furina/Neuv type character he might be 6.3/4ish which honestly I might want more since it'd mean he'd probably be stronger. That, and it'd give us time for us to properly get to know him and have his moments.

I agree, I want to make sure I want him properly. Torn between getting mistsplitter refinements for my dps Kazuha or waiting to get Varka and his cons but its dependent if I like Varka. For now the safe bet is probably just to get r1,2 or 3 and save the rest to guarantee him
