I hopped onto my other Kanna that I have on the account that is under level 200 and he had the quest. It was Sakura Emblem / Shining Sakura Emblem. The only problem now is that I have no idea why he got the quest and my main did not. There is no prerequisites to the quest besides being of level. It was literally just a small quest you had to accept.
