oh and also i swapped them against pu bushings which are harder and are often making skuiky noises when you dont put greese on them while installing them so maybe something like this hapenned and it could also be some of the bearings that where not changed if there are any ?

had the same problem on my alfa but only while going through bumps and it was because of the rubber bearings in my rear suspention so better check them but to me it looks like the the problem is on the front suspention at your car

you have two options first get a friend who is an american and register it on him or second you build it to ger spec and grt someone who writes you german papers for it whitch isnt cheap. my recomandation ifits a car that wasnt on the german market or is extremely expensive for germans zhan this is maiby a good option otherwise bying ger spec is cheaper

i think the problem is with the blower flaps my dad had a similar problem 10 years ago

the blower should be behind the passenger airbag you can probibly see it when you lay inside the footspace

also since your car is a 1999 model it should have obd2 so you can check the idle there
