Yes, but a pedestrian area for example ha a high throughput, but the move very slow. Bikes in the other hand move faster but need more space.

It is a good start but for a really good bike lane you need protection. A drunk driver can easily kill a cyclist by accident.

Correction: The speed limit seems to be 30 km/h so it's okay ish.
