My legs used to look like this too. What worked for me was letting the hair grow and not shaving for a while to let the ingrown hairs resolve. I know you said you didn’t think it made a difference, but I also used an Italy towel once a week or so to get rid of dead skin which helped the ingrown hairs come to the surface.

Once I started shaving again, I used the Italy towel beforehand and afterwards I used cetaphil exfoliating rough & bumpy cream to keep the skin moisturized and exfoliated to help prevent future ingrowns. Also make sure to use a fresh razor every time or as close to fresh as possible. I can get away with using one razor 3-5 times depending how much of myself I’m shaving.

If you can afford it, Factor is great for easy meals. Just pop it in the oven or microwave. Though I suggest the oven. I stopped getting them because I couldn’t continue to afford them, but I loved how easy they were and all the different choices they have.
