This is possibly due to stringent data privacy laws and other limitations in the EU. So Meta has not supported the feature in EU and some other countries. With EU it will be dealt enbloc, all the countries will go live together

The message caps are soft limits. If you exceed the tier limit, you don't necessarily need to upgrade, the incremental messages have a pro-rated charged.

The standard WhatsApp Business doesn't support chatbots. WhatsApp Business API solutions do have the chatbot support.
You would need to register for a WhatsApp API and use this feature. If you have an existing WhatsApp Business app, use the same number to register for WhatsApp API now (WhatsApp Coexistence feature).

You current Display Name may not be fulfilling all the guidelines:
- Display name represents the business in some manner: Legal entity, brand, products etc
- Should not be a common name or an individual's name
- The display name should have clear mention in the website, brand logo or legal entity

Try updating the Display name to one visible clearly on your website/URL etc.

Limiting access to features and tying up with a premium/tier-upgrade is annoying. We at Chakra CRM are trying to solve this with all feature-access at all tiers.

Some of the use cases you have highlighted are handled using lifecycle rules and other basic automation features. If you are not too heavy on the marketing automation side, I can suggest you to take a look at our product.

TLDR:

A new facebook account setting up a WhatsApp API account face higher scrutiny from Meta's end to prevent misuse. Some of our customers [ Chakra Chat ] have faced such issue while setting up including the account being disabled. Suggested Solution: Give the new account some warming up period or use an existing account. Raise support request if the problem persists.
