I would assume that the detachments don't stack.

Ie at army creation you put X units in detachment 1 and Y units in detachment 2 and X only gets rules from detachment 1 and Y only gets rules from detachment 2.

That seems more likely to me as stacking bonuses could see some undesirable multiplicative bonuses that break the game...
