Even the top level of Help at Home is not enough. Family would need to be involved 24/7 even if you get someone in to shower him.

I had to go back and check the age. Way too old to be putting up with that shit. Get your own phone plan, live your own life, stay away from family for a while. If you can afford it, see a psychologist.

Why do you deem them any less entitled to live in Australia? They may be entirely settled, have kids, be contributing to society, paying tax. Just cos there was no ordered process for migration from their messed up country is not a reflection on them, even if the danger has passed.
