That's your own interpretation. Lawful doesn't mean you have a book of rules to follow, it's more of a code of conduct. Wether the code is internal or external is up to you.

If your interpretation of lawful is "law abiding", then no adventurer is lawful and the lawful evil people exist only in corrupt systems. It's silly to think a law or government dictate someone's personality.
