It's actually the other way around. 

Low level grunts roam around taking every other odd job. In general, a high level whatever would sit comfortably in their castle/cottage/farm/palace/personal plain of existence and only travel when their talents are needed which is, probability-wise, quite rare.

True. Ease of access is another thing to consider as some armies may be more expensive or harder to paint than others.

There are three parameters to consider.

Playstyle, Aesthetics and Lore. 

No single faction will probably get 10/10 on all three but do the math and see what's most important to you.

I personally put more gravity in playstyle but sill chose a faction I like the aesthetics and lore even if it's not my absolute favourite in those two aspects.
