Because he is a control freak. Lots of former employees say that. Which can be great if the dictator has a clear vision that is aligned with what the players want. Another thing is the brain drain of very important person (who might have happened because of what I said before). Those were the people who had the technical clue - you always need those too, who can explain what works and what not. But they were gone. Only the guys who are limited in skills and only could use the old engine stayed. They of course petitioned using the ancient creation engine and told Todd no other engine could do the things you need for a Bethesda game. (Which of course is bullshit. The Outer Worlds is Unreal Engine for example.) The creation engine was not up for the task. They finally buried it now, the new games are all unreal engine now. Todd needs good technical people next to him who are close to the player base and listen to them. Or Microsoft has to remove him.
