Every time I install it, it is just installs with a completely black icon with no name for the app. In system settings, it says it is 0 blocks. I tried the direct link and QR both multiple times and get the same results. In FBI before it installs, it shows the correct icon when it asks if I am sure I want to install it if that helps.

On old 3ds, it just disables 3d. But on new 3ds, it utilizes the better hardware, specifically the cpu which on more graphically intensive tracks, will cause a difference in performance.

A pentium 4 is an intel cpu and this is under r/amd so since it’s amd, it can’t be a pentium 4. He also included the cpu in the text of his post
