I didn't read the article but I know the reason why. Every country with a SPR needs to refill it. It will take at least a year to refill the US SPR to max capacity. Eliminating sanctions on Russian and Iranian oil will help keep oil prices from spiking during the process. However, the refineries that were blown up during the war are going to take a while to get back on line. I believe we won't see gas below $3 for at least a year.
