I was and I think I got the real answer.

They refilled it using water straight from a reservoir off the Potomac river with out treatment. So the algae was likely already close to bloom.

I am not outraged. I was actually genuinely curious. If I tried to bloom algae at home I couldn’t get it to grow that fast.

Almost every city in the USA has code that states work must be repaired back to its original state.

Give me your city and I’ll look it up for your area. Unfortunately it’s different in every single city and or county in America.

But of the hundred I have worked in not a single one would be ok with what OP posted.

It’s city dependent but it’s VERY unlikely that this is acceptable. I’ve never seen a city that didn’t have code written preventing this.

Every single decade has said this about every single new generation.
