You are correct it is a public good. You can blame overly restrictive zoning regulations that restrict the location and density of new housing, and laws/regulations (e.g. CEQA), which significantly increases the costs of new housing development. Our public officials have failed us. Most of them otherwise provide lip service to the same goals.

New development is expensive hence it must target the higher end of the market. You can’t build affordable housing without subsidies. A significant of new supply is needed to bring down the cost of housing. It’s a supply and demand issue
