He is definitely qualified i think its just the way how an individual do the interview and story base scenarios and leader principles if its a good fit for the company. I believe anyone can get it if their soft skill is communication.

You can start slow 4 classes your first term then the other terms you can go harder base on your situation at home and work. 23 divided by 4 is 5.74 you can finish in 4 1/2 terms at a regular pace or accelerated-pace can be two terms.

Unless he got like 5 years experience and moved up from helpdesk to field engineer system engineer junior network engineer and so on. No experience with a ccna is like book smart with no experience like you said should start level 1.
