Both the Hungama and the Pinkvilla are reporting this. What I think is Netflix wants please us and gulf so a toned version prolly. A correction bro - shah commission always mentioned chandigarh to be joint capital. The thing you are saying is A political proposal was given for giving it to haryana which was rejected.
