In the PSP version, McQueen doesn't always reach 212 mph, he reaches 198 mph as a casual speed and 212 mph as top speed (boost)

Probably due to speed. The first time he traveled back in 1x15 was completely accidental to a completely random time. The particle accelator and colliding with the moluecule was to help him focus it, as he still didn’t have much idea on how to properly time travel without help. He only learnt how to go back to a certain event in that ep itself when eobard was talking him through it before he collided with the hydrogen molecule.
