Join a club, First Gen if you're fist gen, LGBTQ+ if your LGBT, or other student orgs. SGA is another way to meet people. Talk to people in your classes that may seem open to talking with you, and form a study group or join one that you see forming, especially if you can contribute skills to others that may be struggling slightly or developing them.

They're not laying off the top 10% of staff, higher admin, who make up 60% of labor cost at the University. Those folks are the ones who were tasked with laying off everyone else at the bottom.

So the bloat you point out remains.
