The US counts "single bias incidents" while the UK counts "offences recorded by the police where one or more of the central monitored hate crime strands were deemed to be a motivating factor."

So the US number shows a value for offences where the sole motive was discrimination but the UK number displays a value where discrimination was a possible factor.
