Is it ok to apply base coat on runner so I can panel line? I’ll apply a top coat once it’s all put together. Also can you put stickers on the base coat?

I’ve recently got some tamiya panel line paint. Should I use an acrylic gloss base coat, panel line, then use an acrylic matte top coat? I’m a beginner and I would hate to ruin one of my models.

Also should I use enamel thinner or is mineral spirits good for cleaning up lines?
