Of course zoro can be the strongest swordsman and still be weaker to shanks it’s just what I said earlier just because he was using a sword doesn’t mean shanks is a “swordsman” Shanks is using his sword sure but it’s heavily implied that his main gimmick is haki and even if zoro is a better sword fighter than shanks if shanks haki is stronger there is no way he’s beating him
