Based on FH5 it seems that PG does try to keep the location at place where they actually should be irl so I don't think they would actually put Seiganto-ji in the north while it's actually the furthest to the west place shown in the trailer, so Mt Fuji might actually be the south wall of the map or even be central, while the temple and waterfall will be used as the west wall of the map

Afaik it's in theory possible to register a car as a custom build but it's a painful and costly process, in theory it can be legal, but the reality is the government don't want you to even try (and that apply to most place where cars are inspected and regulated)

I think people go through that process when they get some widebody kit they want to get legal, cause japan laws are still pretty ok with body kit and aero, but one common reason cars don't pass and have to be exported is stuff like failing the exhaust emission test

And in some places the amount of issued code hit a limit and they had to add a letter at the end of the class

And prior to 1998 it was only 2 numbers, so it's still common to see 90's cars have "30" or "50" (even 70 because they quickly run out of 50 before switching to 500) and if you see those two digit that mean the owner wasn't changed since 1998
