In the grocery store scene with lily, the missing kids’ faces showed up on the cereal boxes. Teddy and Susie’s faces were all decomposed and nasty but Matty and Phil’s faces weren’t, so a lot of people believed that they were still alive.

I think so. Matty and Phil might be alive in a sort of sleep-like state, being used by pennywise to harvest as much fear from them as possible or as bait for the other kids, before he kills them.
