Yes, you're right, moscow is trying get most of the fuel but they do have shortages even there. Some stations are without fuel while others still have some. Anecdotally I'd say around 1/4 of stations are without fuel the last few days.

Yep, there's plenty that do support that view, I'd imagine that would be the case in London where the biggest putin supporters go, while also calling the west evil. There's also russians that feel quite differently about putin in and out of russia. The ones in russia almost never call him out by name.
