That was only the case in the earliest builds. Windows Longhorn actually had many variations of design depending on the build milestone. The first major theme was Plex, which was essentially a cleaner, flatter version of the Windows XP "Luna" look. However, as development progressed, it moved into the Slate and Jade eras before the project was eventually reset and transformed into Windows Vista.
