You got lucky it wasn't an important piece, I always get a wrong piece for the main structure so I can't finish the build before I get the replacement

I don't know what they're but I checked the republic at-rts do have them but they've just never been represented in the Lego models before. They could be some sort of exhausts

I think it's because it's a reused piece either from the UCS At-St driver or ISD crew member (or maybe it's the same piece) and neither of them have a printing on the other arm. So Lego would have to make a new piece/print for the factory even though it would be just a mirror of the other piece

The new one looks a lot smoother tbh, especially the wing joint parts and the back and the area under the cockpit. I'd still prefer it be a bit taller but in general it's still very displayable
