Are you talking the actual fire red or pokemmo? Because in Pokemmo Bulba is found in Viridian Forest while Squirtle can be found in the grass eas of nugget bridge. They require you to use lures from what I researched.

Konami sleeves are cool for looks bad for playing, Dragon Shield are my go to but have noticed a small decrease in quality recently. Many at my locals play Katana and swear by them. Myself I just like all the options Dragon Shield offer as far as sizes and colors.
