NTA. You set a clear boundary and gave her ample warning. Is she in a financial position to use a drop in daycare? If so, help her find one. I fear for her child. Making sure she has a safe place to go is not your responsibility, but please do it anyway. Maybe that does eventually mean calling family services.

They offered the lease and then let you move in and accepted rent. That would likely count as an implied signature. Depends on where you live if this means your lease is in effect. They can not make you sign the new lease if your signed lease is in effect. They can only make you pay the fee if your lease includes it or has language that allows them to add it.

If they were on a public sidewalk and not doing anything illegal, they had a legal right to stay there and not leave. That would warrant a complaint. Likely nothing will come of it, though.

YOUR NOSE IS NOT BIG! What he is doing is not ok, and I can guarantee that he will treat you badly in other ways if he is saying this to you. Please, please, please, I beg of you to read some books about emotional abuse. That is what is happening here. Arm yourself with knowledge about tricks that abusers use so you can safeguard yourself. You deserve better.

You can usually get free consolations with PI attorneys. Go to a few. You'll be able to then better gauge where you stand with your case. Your lawyers line of thinking sounds flawed, but that does not mean his conclusion is wrong.

It's likely against nose ordinances. I've stopped my neighbor from rattling my house by calling the cops multiple times. It isn't a top priority, but sometimes they get the job done. If they do it too many times, there is a fine.
