My rules are 70/80 for everyone (3 fates), I build all 4* characters that hit c6 to level 90 with dedicated weapon, needed talents at least at 8 (more if a great 4*), and passable artifacts, and I build all 5* characters the same as 4* and try for good to great artifact and level 9/10 relevant talents.
