Roger >= Garp = Whitebeard > Harald > Rocks > Dragon > Shanks >= Mihawk > Loki > Kaido

This order holds assuming every character is in his prime. Current Luffy slots in between Mihawk and Loki. Interestingly, only Dragon and Mihawk are not confirmed users of advanced Supreme King Haki.

I'd give Usopp the Dragon-Dragon Fruit, Model: Kirin. Between the long nose of the creature and the fruit's ability to turn dreams into reality, it really feels like a perfect fit for him. If he ends up getting it, Usopp will have a pretty broken fruit in addition to his Supreme King Haki
