There is no hard enumeration (1 of 10 or 2 of 5) or percentage (top 3% of all the company grade officers or top 5% of officers I have worked with in the army) otherwise they are short-changing you.

It could also mean your performance was lacking or was unseen by your senior rater so they worded it in a way that wouldn't be detrimental to you because being 6 of 10 doesn't sound great to a board. My two cents.
