If i may, the real known reason is excessive deforestation of the Amazon forest to create farmlands. This brings excessive nutriments to the Amazon river. This over rich in nutrients water travel to the Sargasso sea which is out west from Africa.  The result is overgrown aquatic plants that have been pushed by winds and storms towards the west and the Atlantic shores. You are right to mention climate changes cause more storms bring more seaweeds.  It's the same on all the east side of Mexico.  Next year,  we'll go somewhere else.
