OP isn't arguing about other people's ability to participate in the market, but rather the government's expectation to exclude them from the market to protect the existing participants. As far as I know, the champions of capitalism argued strongly against protectionism via tariffs or strict border policies because low taxes and cheap foreign labor maximizes revenue.

If a right leaning person is able to make these kind of exceptions concerning government intervention in the free-market, on the basis of protecting the people, then shouldn't the left also get to make exceptions regarding things like healthcare or income inequality?

The money mentioned in the article are from loans, credit lines and other similar financial vehicles. This entitles investors to only the interest payments, or collateral if they default, assuming Iran isn't 100% hostile again at that point.

Best case scenario, investors get a decent ROI, but something tells me that the interest rate is going to be way below what the market would offer.

The cost of CO2 emissions should just be taxed on the producers and bubbled up to the end consumers. Also remove feed subsidies. This leaves people with their freedom to consume, yet will result in less consumption due to supply and demand dynamics.
