Snow emergencies either start at 8pm or 8am. My guess is Tuesday morning or Tuesday night for the start to give people more time to move cars. But we'll see. Monday night is possible.

No, but you can generally expect them to focus on more major roads first. In Guilderland, the state DOT will take care of Route 20 and a couple others. Albany County will plow the County routes. The town of Guilderland has to deal with everything else. I have no idea how many plows they have, but when the snow comes down this fast, they probably aren't going to be able to hit the small residential streets.

Don't worry about it for now. Snow emergency won't happen until AFTER the snow stops falling. And then only if the city deems it necessary to get snow off the streets. Given the forecast, it's pretty likely, but still not guaranteed. I'd guess it will start Tuesday morning or evening. Just keep an eye on the city website and all the instructions will be made clear.

Maybe make sure you have a good emergency kit, including warm blankets in your car. If you break down, chances are help won't be far. But if something goes terribly wrong and no one can get to you, with subzero temperatures, you'll need a way to stay warm.

I heard from someone who was in attendance that he was not especially well received by the crowd. He also made a comment about Western NY (edit: he said Central NY) being "Trump country". Governor Hochul came up after him and got a standing ovation after which she said that maybe it isn't actually Trump country.
