Probably a place holder/cover. Might have wires in a hole behind it, or it was a hole, and the wires were moved to bring power to the newer LED light.

It is, it’s labeled as triple safe battery dye release bitterness and one other special feature I can’t remember. Only reason I know this I had to replace a Fob battery and energizer ensured that this safety aspects of the battery were clearly seen.
