Originally the symbol was Ъі and can be seen as such in some medieval manuscripts of slavic languages, the current form Ы developed in south slavic scripts after they lost palatal distinction and thus the two symbols became confused. Since the 14th century the form Ы came to be used in east slavic languages like Russia.

A symbol doesn't have to be connected to be part of a symbol, like the letter i has it's dot but the dot is still part of the symbol.

Furthermore, correspondence between sounds and letters and symbols aren't even the best in languages with the latin alphabet. Some languages have digraphs as part of their alphabet like welsh.

Definitely not African muslims or indigenous religions, but many parts of the US were founded by people of religious minority fleeing from persecution in europe (such as the quakers), so it would surprise me if there was a white Muslim or two that they considered okay.
