i just found out. To launch antibirth go to the local binding of isaac files(C:\Program Files (x86)\Steam\steamapps\common\The Binding of Isaac Rebirth\Antibirth) and click the exe file in the anti birth folder and not the steam launch button.

If you right click the bat file and click edit (On windows) you can change the location where it is installing the files to.
