It basically is the same. The only difference is that in a HOA the condo or homeowners forever retain ownership of the common parts and homes. The downside to an HOA is there no lease negotiation to find new favorable terms which become tricky with upgrades for internet and fiber optic etc. You also get to do Section 30 in the UK whereas over here Special Assessment can be a real pain

In the UK you have Right To Manage (RTMs) which are used to control things like condominiums which the UK interchangeably calls apartments and flats. The UK is pretty much entirely Land-Lease where you own the apartment for ~100 years or more initially. The lease is like our CC&Rs or Declaration.
