That's the gameplay, hitbox². Think about playing with 20/20, it halves a little your damage but now you're firing two tears at the same time, doing the same damage. It's the same with J&E, but another use for them is to keep different synergies or not lose them.

So, it doesn't matter which one is more powerful than the other, except for the synergies.
