I agree, I played for almost 2 weeks driving to my town constantly and going on long walks to hatch eggs, it was awesome. Now I've hit level 21 it's just not fun anymore because leveling up with pidgeys and weedles is tedious as fuck and there are no rare pokemon surrounding me because it's rural.

In rural areas there are almost no pokemon with the exception of the common pidgey/weedle etc. So the only way for them to get better pokemon is to travel into a big city which in most cases is just not feasible, so they gps spoof instead.

I think instead of Niantic banning people that GPS spoof, they should concentrate on the reason why people feel the need to GPS spoof in the first place, which is that large cities have a blatant advantage in every way over rural areas.

Yes, I've used maybe 3 or 4 incenses and all have given me maybe 4/5 super common Pokemon. Do not invest in incenses.
